The math looks good for 3 divisional rival games,....and 16 count em 16 internattional or "Neutral" games...
Neutral games could include non-NFL places like Honolulu, Birmingham, Memphis, Oklahoma City, Columbus, Ann Arbor, Austin and othe potential landing spots for franchise shifts. Imagine DET-CHI at the Big House!
The only thing lost is the current balance in the force, where every team plays 4 games against firsst place, 4 against 2nd place, 4 against 3rd place and 4 against 4th place from the previous season.
If it is one of the 3 divisions in your conference, one in the other conference and 9 intra division games, a first place finisher plays only 2 first place teams, 5 2nd place , 5 3rd place and 5 4th place. Incentive to finish first?
A 4th place team only plays 2 games against 4th place finishers.
The loss of "big game" matches will suck for TV. Patriots would only play one of the 3 otherr division winners, not all 3. NE-KC, NE-BAL, NE-HOU.....only one of them., insteadd of all. BUT we get another NE-NYJ !!!!!!

32 teams would be 16 extra games. I'm sure Vegas could host non-Raiders "neutral" games as well. {nm} Feb 20, 10:47
