the only way to restore the economy to full health is to impose a massive South Korean-level testing and tracing regime, with isolation of detected cases as soon as they are identified. the shut down is just to buy us time to take those steps and keep the surge in cases from overwhelming the health care system's capacity
without the federal public health response that situation demands, the economy just staggers along from crisis to crisis -- and a possible predicted resurgence in the fall that erases whatever gains it might make over the summer
