IMO the cashout should wait until the actual official casting of electoral votes has occurred, in case
one or more "faithless" electors vote for someone other than Biden or Trump.

The option descriptions might have been written so as to allow an earlier cashout or to exclude the effects of "faithless" electors ... but they weren't written that way, so must be implemented as actually written, and that requires waiting until such exceptions can no longer occur.
