I'm going to rant on this one a bit as I have a definite interest in the outcome
Typical politician behaviour. Identify the problem (such as the prediction market around the attack on Iran), pretend the problem is something else and crack down on it, then claim you fixed a problem that didn't necessarily exist. Further, since polymarket has been growing the sports centered gambling apps have likely seen a decrease in revenue and are also probably pushing legislators to take sports betting out of the hands of polymarket.
I have a gambling addiction and have been clean since May 12th of 2022 so I know where of I speak. The explosion in online gambling, particularly during the covid lockdowns, sent many people down the same road I was on. Bored in their home, as soon as Sports began to be played once again bending on the sports became normalized. Having your cell phone in front of you and being able to place bets means that not only can you have instant gratification from being in the action but you can hide it from everyone around you. Gambling addictions are easy to hide until you cannot hide them at all and have a real tendency to punish the people around the gambler as much as the gambler themselves. We need to change the normalization of this quickly.
