Old Movie Help

Can anyone remember the name of an old futeristic prison (i think) movie. these people in the prison have collars around thier necks and if they go to far from something it blows up. i think it came out in the late 80s or early 90s. i thought maybe it was the fortress but it was not. thanks to anyone who can help.
