Hugo is technically well done, but the story wasn't great.
The performances were solid, the production design was incredible, etc., but the story wandered. The end of the movie had almost nothing to do with the beginning. In that respect, The Artist is a vastly superior movie. Scorsese himself has said that plot is not his strength as a director.
Also, there were a few times when the visual effects went a little too far for me, and that took me out of the movie.
