Having an application sit for several weeks can be frustrating for the person applying.  They could take it as a deliberate insult, they could think the league has been abandoned by its administrator, or any number of other negative things.  I can understand you wanting to start everyone "fairly" at the start of the month, at least letting applicants know you've seen their application and are considering it would help prevent more misunderstandings.
