It was partially about bandwidth

Players tend to access HSX from the office during the week, and from home during the weekend. Back in the day, people had high-speed access at work, but only dial-up at home. So they didn't play as much on the weekend. Now that most people have better-than-dialup Internet access, that's not as much of an issue. So there's no need for HSX to incentivize people to play on the weekends. That's just what I've heard, don't know if it's official HSX policy.
