Pushed back once, no worries - now to be pushed back twice?

Originally scheduled for Jun 2017 and now June 2019 - is the problem that they have no good story yet that won't tarnish the legacy of the 1st trilogy, or did they watch the tea leaves on unneeded, unasked for sequels this year?
