Let's say you want to raise the cap to $500M. So there's a certain starbond that will be adjusting to $250 soon. If you adjusted the shares held from 20,000 to 11,357 (or the same ratio), the total value held remains unchanged. People would have to buy more shares if they want to max out this particular bond.
