CA/NY have largely been hands off since June due to political reasons for their Governors as well...
It looks like CA's Gov (unless polls are way off) will probably survive the recall attempt, if he does and MU is a threat on the level of Delta or worse, there probaly will be new restrictions (more likely capacity caps) again/if he doesn't, then the most likely replacement is Florida policies. NY's interim GOV it's too early to say.
