Past history indicates the goal is to avoid a ticker making a dramatic price change when you're talking about a film in the same franchise, so typically whatever film is first to production is the winner of the ticker. That said, if they DO move the Section 31 movie to theatrical (absolutely no mention of that today, that's just been the trend lately), then expectations for that would be much lower than a large budget intended from the start theatrical film. so it gets tricky.
