Tariffs only work on physical materials. They are an import tax paid by the RECEIVING customer, so the US distributor would have to pay.

Movies can get around it by simply sending a copy over the internet.  If for some reason a physical media copy has to be moved internationally all that would have to be declared is the physical media.  How much does the hard drive the movie is on cost?  Pay X% of that as the "tariff".
