Tariffs only work on physical materials. They are an import tax paid by the RECEIVING customer, so the US distributor would have to pay.

This. US films foreign earnings are ~50-100X (or more) of foreign films' US earnings. If only more people stand up to the bully.

its cheaper to do it with soft money from governments. The GOP is eliminating the already existing infrastructure in the US (see Louisiana)
