Then good luck collecting those damages from 'foreign' citizens living abroad. 
He could've kept their citizenship just so he could prosecute them in multiple ways. Once they're (likely) EU/European citizens ('coz Trump mightn't allow US citizenship) very little would be possible - maybe he'd do something to their families left behind if any.
