He is the police officer standing outside the stock exchange who:

Shot 2 mid shot from behind of Brown, banker and another officer ducking behind a police car and Brown continues saying that his money is at home under his matress; banker replies that his money wont be worth very much unless they can stop what is happening in the exchange

Shot 3 close up of Brown from the waist up holding a walkie talkie and walking across screen; Brown says lets get this area clear
Shot 1 and Shot 3 shoot Brown from the front and the name on his uniform is "Allen" (who is a known Batman comic book character named Crispus Allen ~ who is also an African American Gotham Police officer)
This was an Easter Egg (an inside joke/gift for viewers who are familiar with the Batman comic books)
