My garbageman is terrific at picking up the refuse at the curb each week, but I would not use him as a reseource on proper mass waste disposal management to prevent toxins form entering the groundwater.

Same with Rand Paul: he may be terrific at having you read an eye chart and prescribing glasses, but what the heck does he know about researching new optical medicines and procedures? Likely little to none.
