The Big Bang did not occur inside an already existing empty space. The Big Bang is that "empty space" coming into existence.

Think of it this way. The Big Bang is not something that occured in a room, it was the room itself coming into existence. At first it was a very, very tiny room but it has continued to expand and get larger. As it does so the floor of the room expands with it equally in all directions, so everything in the room gets farther and farther apart without moving relative to the floor. Once the room gets large enough that you can't see the walls, anyone standing in the room, anywhere, would see things receeding away from them, no matter when in the room they were, without them moving.
