Easy, everyone puts in their bid before the IPO. Once the IPO shares are taken,
going highest to lowest bid, everyone who's bid was hit gets the lowest price.
For instance, for an IPO with 1 million shares, if two people bid 25 for their shares (assuming 100k shares per bid), five bid 24, and one bids 22, while two bid 20, which equals 1 million shares, everyone that put in a bid at 20 or higher, buys the IPO at 20.
This is a very simple example, but I hope you get the jist of it.
