You've set up an IPO system where a certain number of shares need to be BOUGHT before a price will move and if you don't buy before that movement, you will have to buy it at a higher price later.  When limited releases are IPOd, you could have millions and millions shorting it, but the price won't move until 2,000,000 shares are BOUGHT. You're setting up a system where people are forced to buy the IPos and then you don't have a system in place to keep everyone from losing their money when one person decides to short at reset and the sheep follow driving the price down. This has nothing to do with regular reset trading/daytrading but the behavior of IPOs under this new system.  It's not a proper system because if millions of people buy an IPO on the stock market, the price would go up based on those purchases, not down.  HSX really needs to fix the governor on trades because one trade by one trader shouldn't be enough to move a stock even a penny and that's clearly a problem with the current system.  

As far as the IPOs, I think you should just go back to halting them until reset and then let them act as they would normally. This new system is creating really bad market fluctuations that are not accurate to supply and demand (look at the Saturday IPO which dropped a bunch of dollars on Sunday and then went up $15 from its IPO price)
