the IPO price until those limited shares are sold.   In the real world, those initial shares bought at the IPO price DO NOT effect the subsequent price movements.   Prices only pop in the real world when NEW traders bid up the price on those limited shares.

Would you rather have no price freezing on IPO just so those traders would cause price movement?  I don't think so.
