I just don't understand why shares shorted/sold aren't considered in the limited IPO and only shares bought.

I just don't like this aspect of the IPOs where no one knows when the shares will be reached and once reached, it might go up a little and then come crashing down at reset from the sale/shorting of far fewer shares than were bought.  The volatility should never be at a point to allow that sort of movement especially with so many people invested in a stock and it clearly comes from HSX allowing real-time XML feeds that immediately tell traders when a stock is going up/down at reset.
