You can own the max # of shares long and short if you so choose. You don't have to sell anything in order to short.

"Flip" just means you REVERSE your postion, so if you were long 100K shares and decided to flip, you'd sell it and then short 100K.

To flip is 2 transactions: Sell + short, or Buy + cover.
