No, Billy Crystal doesn't qualify for AWARD, and doesn't get a special exemption.

Per the fund investment rules:

"The Academy Awards Fund will only invest in MovieStocks® featuring past Oscar®-winners. The categories will be limited to Actor, Actress, Supporting Actor, Supporting Actress, and Director. The fund will also only trade Oscar-winning StarBonds®.

During Award Season beginning in the Fall, the fund will also play NominOptions of previous winners and any Award Options."

Billy Crystal hasn't won any Oscars in those categories, so he's not eligible for investment by the fund.
