Yes bad strategy for a fund. It's supposed to represent smaller risk than buying the equity directly.
It makes it difficult to maintain a balanced portfolio, if the fund invests totally in one stock. It's supposed to spread the risk over many stocks. If someone wanted full exposure to one stock, they would buy that stock themselves.
