Most likely not, because Suicide Squad is being developed by Lin Pictures, not DC Entertainment.
DC Entertainment, which is running Green Lantern, Flash and Shazam alongside Nolan and Goyer's Batman, Superman and Green Arrow, are not actively developing Suicide Squad. Also, Amanda Waller was created in LEGENDS, a crossover, and was already introduced by Geoff Johns as part of his Smallville crossover episodes... when he is *ALSO* re-writing and co-producing the Green Lantern film for DC Entertainment.
FYI, if you can find the first draft of Green Lantern, Waller is obviously replacing Alan Scott's character as is a late addition by Geoff Johns and Michael Goldenberg to the script.
