The CCW people I've known are serious and well practiced. It's considered a great responsibility and/or burden to be carrying -- not something done cavelierly. Some states do allow open carry. At least, on the books. It's not done much in practice, because it makes people nervous. It also may encourage yahoos to false bravado. The biggest reason to favor concealed carry over open carry, it that, with concealed, the bad guys have to figure that anyone or everyone could be armed. I can't answer your other queries.

I don't think it's very pragmatic to have loaded firearms in places where there are lots of children - like schools, or theatres. RogerMore Dec 18, 13:07
