I don't think it's very pragmatic to have loaded firearms in places where there are lots of children - like schools, or theatres.
There are simply too many risks involved, that outweigh the risks of a mass shooting.
I think it's more effective and pragmatic to prevent maniacs from getting military-style weapons in the first place.
In America's case, with 90 guns for every 100 Americans and where gun rights are popular and protected by the Second Amendment, it would be unrealistic (and probably undemocratic and unconstitutional) to implement strict gun controls of the type seen in, say, the UK.
But there are still practical measures that can be taken - such as gun owner registration, gun registration, thorough background checks, waiting periods, better rules about storage and transportation and liability, heavy restrictions on the sale of military-style weapons, etc - that would minimise the number of gun deaths and the number of mass shootings, without unduly restricting the rights of Americans to own guns.
Maybe you believe this is done already, but it is not. For example, 40% of gun sales are through private vendors, who are not required by law to run background checks - and frequently don't. This report has more details on this:
