As is, the program is unconstitutional since it is in violation of existing law, but Trump has sent it to our law makers offering a partial delay to give Congress a chance to address the issue, as they should.
If you don't like an existing law, legally change it through congress, don't just make up your own law like some kind of monarch or dictator.
