Though if I wanted to get an idea of what's disproportionate, I'd look deeper than a national average..

It's an average of all violent crimes, but there are lots of different types of violent crime with different motivations, causes, victims, criminals etc. If you're wanting vigilante revenge against someone who committed a sexual assault, you wouldn't go looking for muggers.

It's also an average across a large country, and different localities have different crimes, and different offenders. Crimes in small towns where people generally know each other, but plenty live in relative isolation are different from crimes in cities where people live in close proximity, but often without knowing their neighbours.

Local policing also has a huge effect - if a community isn't policed effectively, criminals realise they can get away with crimes and crime rates go up. One reason the Chicago murder rate is so high is because Chicago police make arrests in about 20-25% of murder cases. It's this vicious cycle where murderers get away with it, so criminals fighting for territory start to think "we'd better hit them before they hit us", and law-abiding people don't want to go to the police because they might get hit next. Which means that police can't get the info/evidence they need to make arrests, which means murderers think they can continue to get away with murder.

Baron Darcon, I looked up FBI stats from 2017. It shows 58% of violent crime committed by Caucasians and 38% by Black or African Americans. Catzan Feb 06, 18:46
