The Agriculture Dept has been subsidizing farmers for at least as long as I've been alive. (More than 50 years.)
My family owns a small farm and we've been splitting such monies with the neighbor who works the land for us for at least that long. Food is so cheap in the US that he has to work his farm, our farm and several others in the immediate area to get by.
