Having the question "Are you a citizen?" on the Census in the current political climate discourages people from participating.
This makes the Census inaccurate. I was an Enumerator in the 2010 census (one of the people going door to door after the April deadline to spot check surveys and conduct surveys on those households that didn't mail theirs in) and we were told in no uncertain terms to read the questions on the census exactly as written so as to be as objective as possible. Individual household's Census information is absolutely sacrasanct and NOT AVAILABLE TO ANYONE. The Secret Service's Presidential Protection Detail asked for information about DC residents when trying to determine where Truman would live while the White House was being rebuilt. AND WAS DENIED. There was an incident in Colorado in IIRC 1980 where the local FBI field office RAIDED AND HELD a Census office in an attempt to get information for some drug case. After one of the Census workers called their surperiors for help it went up to the head of the Census Bureau. Who called the head of the FBI (at dinner), who then made a "WTF do you think you are doing?" phone call to the agent in charge.
When an administration as blatantly racist and xenophobic as the current one forces the question "Are you a citizen?" be put on the Census against the advice of the Bureau, it undermines belief in that confidentiality. That causes people to not answer or lie, which distorts our "picture" of the population living in the country. Census Bureau information is used by ALL LEVELS OF GOVERNMENT to help them determine funding distribution and budgets. City, County, State as well as Federal. What do you think happens when they budget for population X and the real population is X+15%?
