A Japanese gangster escapes to the "safe" haven of L.A. after his gangster family in Tokyo is wiped out in a gang turf battle. The Yakuza gangster searches for his brother in L.A., but he hooks up instead with a black street hustler. This odd pairing conspires thereafter to dominate the drug turf in East L.A.
