It was shocking to a lot of people when they didn't. I think a lot of people in Disney wanted to, but from their perspective

they already knew they had damaged goods since they had to fire the directors halfway through and then re-shoot the whole thing. There was a lot of hubris because they got away with it to a smaller degree with Rogue One and they really think Mary Poppins is gonna be a huge family title in Dec. So they rolled the dice and it bombed.
