This has nothing to do with Weinstein (or at least it shouldn't)... the movie doesn't deserve to be NC-17.
As has been said, there's a far more scandalous woman-on-woman oral sex scene in Darren Aronofsky's Black Swan... the one in Blue Valentine isn't even on par with the sex scenes in History of Violence.
