I understand your confusion as the TAG went up but the price went down....
Look at the graph of the StarBond on the detali page and you see wildly swinging up and down movements, most above the level of the delist (96.91)
The "adjusted to match the TAG" is just that. If price movement goes back and forth around the target, the final movement may be counter to the TAG movement as the price overshot the mark. Happens from time to time.
