It's about whether the actor features in publicity materials for the film. If they are named in the trailer or on the poster or in the press
kit, etc then they are credited. (reviews by Variety, THR etc aren't used - at least, not these days). HSX looks through these materials and attaches/detaches the Starbonds accordingly.
Film credits are like a Starbond's last hope. Obviously HSX isn't watching every film and checking the credits, but sometimes actors aren't mentioned in the press kit but are credited. People notice, mention it on the board and HSX makes a decision to attach or not. Other times an actor might be mentioned in the press kit, or announced at the time of casting, but when the film comes out their role has been cut. These starbonds should be detached, but this is easily missed - especially if no one on the boards mentions it when the movie comes out.
