Do you think it's really about manpower, or willpower? Gun ownership is popular in America, and few politicians want to be seen messing
with the rights of gun owners. There simply isn't the political willpower to bring in gun controls similar to those in other countries.
Anyway, it's relatively easy to buy guns and to buy ammunition, and the US has the highest rate of gun ownership in the world. It also has the highest rate of gun homicides in the developed world. This isn't a coincidence. The two are clearly related. If you can't come up with a plausible reason why easy access to guns does not lead to more gun deaths, then there's not much point in a discussion.
I'm not American, and I respect that Americans will decide what gun control laws they can have. But I don't think they should make this choice on the basis of bad data or poor reasoning or denial of the obvious, and that's what your Chicago example was.
