The U.S. Senate has rules / proceedures that don't allow for anyone to ram anything through.
As stated, U.S. Senate Democrates have been holding up President Trumps nominations through a process called "Cloture Filings". Low and behold someone shouted "Summer Break" and they voice voted 70 Trump nominations through in one day. Why can't they just voice vote more government nominations through?
Democrats have been slow-walking Trump's nominees for months because of the fight over the GOP effort to repeal ObamaCare, but pledged that they would be more cooperative once that legislation failed.
"But now that healthcare is done I think we can tie the two together - normal way of legislating, clearing noncontroversial nominees as we move forward in September," Schumer said.
