I think it means if 89 less people moved....lots left NYC during covid....I think they account for who doesn't fill it out somehow
probably matched vs addresses. (So if 50% of a city doesn't fill it out, they don't count 50% pop. probably a lot of cross-checking which I guess might be why it takes forever to come out. - apparently its also fineably mandatory ?) But some who might be temp out of nyc for covid might have filled out thier current address and been counted as no longer NYC. So who knows how many are temp vs "real"....
