It comes down to "Where do YOU consider you were 'living' on April 15?'.
This is part of the reason why the survey asks where you were living on a specific date. The Census Bureau can't tell people they are giving the wrong answers. Its not their place. Their mission is to find out the facts on the ground, not judge what the facts "should" be. And frankly, 89 is well inside the margin of error for something involving literally 10's of millions of people. Realistically you are NEVER going to get a census that is 100% precise down to less than 100 individuals.
