Ignore the value (maginute - green) of the first part of the expresion what is important is the gap (yellow) that is created between port size level 20 M in this case. That gap is the % in which you will be penalizing the score as their port size increases between each level. Since the function is continues everyone is close to each other (proportional to your port size) and there is not cutoffs to be worried about. That penalty becomes insignificant as port values increases. That also will be fair in HSX Scenario because what it says in theory is that there is no excuse of port size when you are in a filthy Rich level and your competitor is also.
How big that gap must be between level is what needs to be determined and modify the expresion to meet that. The second part of the expresion (the one that has more weight) just takes into consideration how much you made and what speed. together the whole expresion gives you a score in which you can use to do Rank.

Well stated. I had mentioned this when leagues were first made possible, but, it does hold for general comparisons.
