Easy when everything is stored in a database. Databases have statistical functions built in for data mining, I wouldn't be suprised if the first 100 IPs of a dormant stock that starts moving are logged. After 20 dormant stock movements, do a match to the other lists (takes about a thousandth of a second), and you have "The Perpetrators".
I'd suspect most that are manipulating in that manner have access to multiple IPs, usually an account from home, one from work, one from their phone, etc. They all use the $2M Seed port since it doesn't matter if they lose it. I mean, that's how I'd do it if I was trying to game the game. I only know this because I do data security and similar queries, except to find insurance fraud and/or security issues.
