The Chinese recognize this and it is shown in Empire of Dust. The railways, roads, water supply, electrical grid has decayed in many former colonies. As is happening in South Africa right now. Their education system has fallen to 143 out of 144 countries. Their power grid has decrease over 25% since the end of Apartheid. Nepotism is replacing meritocracy. Only areas with mineral wealth or resources are now hiring Chinese or European countries to build what should be done domesticly.
Zimbabwe used to be the bread basket of Africa, Mugambe civil war spoils gave the land to his followers taking it from white settlers causing an agriculture catastrophe. Zimbabwe then had to import and beg for food of face starvation and famine. Now Zimbabwe is begging white farmers to return.
I've never said it was a peaceful idealyic colonization but after the end of slavery colonization was much improved. Also every country had slavery, only Europeans abolished it.
African has vast resources and should be wealth like the Chinese but why aren't they? The chinese are expanding into Africa for its resouces and will develop them for themselves they have no guilt and feel no obligation toward the people there.
