Similar to the "Wreching Crew" (who recently appeared in She-Hulk) having a common construction worker theme for the team.

At D23 2014 when Kevin Fiege was announcing MCU Phase 3 titles, he originally announced Captain America: Serpent Society.  After announcing the rest of the titles, he made a joke about thinking they could do better with Captain America and reannounced the project as Captain America: Civil War.
