at Russians being a rogue state who's airbase needs to be destroyed? Without naming them, the geography (heavy snow cover, base near icy waters), planes & what little is shown of the opposing pilots suggests Northern/Eastern Europe.
He like Abrahamovic was an oligarch that liked to own real estate, soccer clubs, businesses in western Europe (& had one of the most expensive divorces in history also played as a media circus - he hid art from the settlement then got screwed over by auctioners or something - there's a movie story he should fund).
This could be why he escaped sanctions from the alliance last year (except by Ukraine) unlike the other oligarchs, suggesting his ties to the Russian state are over & he's closer to the west. In which case there's no issue with him funding anything. As it is he's been a Monaco resident for over a dozen years though not sure if he gave up his Russian passport (might be using it to visit family once in a while).
