It seems clear WB/DC let him have a solo Black Adam to keep him happy because they didn't want to lose him as Black Adam.
Dwayne Johnson claims that it would have done a disservice to Black Adam to introduce him as antagonist to Shazam despite that being the predominant purpose of Black Adam and that's why he mandated a solo Black Adam movie.
If WB and DC had put their foot down regarding Black Adam with Shazam, we'd have probably lost Dwayne Johnson as Black Adam and thus they'd have cast somebody else. But I guarantee it that under those circumstances, no one would have batted an eye thinking Black Adam was being done a disservice.
