The second instance is when the StarBond is delisted due to death or inactivity, since the delist value is the TAG.
Otherwise, at all other times, the TAG is not used for any other purpose. It is there to show the total of the requisite number of films, with the 250 cap figured in, divided by 3,4 or usually 5
