It's not a good solution for either problem.
Armed guards in schools isn't a great deterrent or a great preventer - see Columbine and VA Tech as examples. At best, it will just move the threat elsewhere, so that means armed guards everywhere? I think that would worry people concerned about living in a police state. Better to limit the access of people who want to kill other people to guns through better gun laws and enforcement of those laws.
But also, hiring vets as security guards will keep their heads above water, but it won't give them the skills they need to succeed in the labour market. You'd essentially be creating a subsidised career dead-end with no end-date - all the hallmarks of a bloated government program. Spend the money on training programs that give better career options to veterans.
