Question about Screem Queens and number of episodes

I wanted to make sure I understand this correctly, it appears from what I have read online that it was originally planned for 15 episodes and then shrunk down to 13 epsiodes.  So why is the TV stock still over $16?  I don't get it!  

 

Would they potentially add more epsodes so late in the series?
